A diplomat said: “EU member states have sent the proposal back to the drawing board with some friendly advice attached.
“Any new proposal needs to respect the rights and responsibilities of the different institutions.”
They added that because of the approach the European Commission had taken, the project is “now in dire straits”.
Announcing the proposal in November last year, Ursula von der Leyen, the European Commission President, said: “The EU is united and taking various actions to resolve the situation at the EU’s external borders with Belarus.
